Is it Bush carryover or is Obama the real problem?

You can honestly only give a new president about 1 year to show progress on current troubles, before it becomes ONLY him and his responsibility. 2 years was a blessing for Obama. It's been longer than this now, so he is fully accountable for the state of the union.
